While the Federal Reserve is lowing the interest rates charged to banks, the interest that municipal governments must pay on their bonds is skyrocketing, seriously impairing their ability to engage in public works including repairing bridges and roads. A bill scheduled to be heard before the Minnesota Senate Transportation Committee on Tuesday, March 25, 2008, could, if adopted, represent a major innovation in the way state and local projects are funded.
